You don't seem to have understood. Those with multiple accounts could only get BOCs that the software already shut you out of; the multiple accounts didn't help them get in line ahead of you for the first Baiting other consumers. Those who went bagless because of people with multiple accounts are only those who didn't get the "already ordered" message.

i got lucky. that anvil is awesome! but someone else in the Baiting other consumers got broken toilet parts, like the flusher and porcelein. they may have also been the one who got a possible chicken bone.

Online accounts are normally tied to email addresses, which have nothing to do with IP addresses or computers. Perhaps you aren't aware that people log on to sites like woot from multiple computers, or from laptops that they carry from place to place and thus with varying IP addresses, and IP addresses vary between dialups and even change occasionally for broadband users.
