The ones in WA & TX have a Jul, Aug, or Sept cut-off. Don't know that I've heard of a January or winter cutoff.
School is determined by September 1. 4-H by January 1. Actually with Ver1 being a December baby I feel a lot better about the delay before starting school. I feel she will have a greater chance for maturity before being sent off to college.

Taiwan is January 1, in fact everyone officially ages one year on the 1st of January, whether they've had their birthday or not. It's and interesting system.

Ours is Sep. 30. Where I grew up, at that time, the date was Jan. 31. So with a Jan. birthday, I was one of the youngest, if not the youngest, in my class. I started kindergarten at 4 and graduated at 17. I kind of liked it. One less year of being with mommy, but one extra year out on my own.

I was one of the youngest in my class too. I had some friends that had "tested in" even though their birthday was after the cut-off. I liked graduating early. I was happy to get away from my Mom, but I really wasn't ready to deal with professors and college stuff.
