First of all it's a republic after the fall of the empire so the central leadership isn't as important.

Because there's this character called Princess Leia who is a Princess of the old republic and has spent her entire life fighting the empire. I mean she lost her planet to the empire. And do you remember that's she's one awarding the metals at the end of the Ep. IV?
