I agree, this is good advice. I bought my 3rd Gen 16GB last fall from Apple and it shipped from the factory in China. It came "as new" in the original sealed factory box. It may have come from overstock and was a new unit, or it may have been "reconditioned" during the manufacturing process. I am thrilled with it and feel lucky to have it at such a bargain price.

I have the 3rd Gen iPad 16gb wifi and it is great. But I got a Samsung Galaxy Note 2 10.1 with 46 GB (16 GB plus 32 GB micro SD) for Christmas and it blows the ipad away in every respect. Just sayin...

There are tons of people with no idea of what they are talking about making statements that are simply wrong. I've even done it!
My specialty is digital cameras and sometimes I just shake my head at all the nonsense people put out on Amazon who don't know an f/stop from a french fry.
So it is good to get a consensus and also try to find trusted sources. For example, did you know a lot of "refurb" iPads come from pawn shop chains? You'd be amazed how many people buy them to look cool then run out of cash.
