I downloaded a photo of Lincoln and a Civil War flag from Google images. Using GIMP, I scaled the lincoln image width to the flag image width, then increased the flag image canvas size to match the lincoln image height, used the clone tool to fill the bottom of the image, and converted it to greyscale. Next, I isolated the head and applied a lens filter to simulate a short focal length close-up. I then pasted the face back onto the the lincoln image and blended where the shoulders did not match. I then used the 'Select shapes from image' tool to create a selection around the background behind lincoln. Then I inverted the selection and pasted it over the flag image. I flattened the image and saved it.

EDIT: Added noise using the 'Scatter HSV noise' filter and then the Blur filter to make it look old.
