In general, yes. At the end of the derby (Thursday), the top 4 are identified, but only the top 3 are printed. You don't find out which ones make it until Fri, Sat, and Sun, when the top 3 are for sale in the order of votes. 4th place is out of luck. The only exception is if there's a tie, in which case there will be two shirts for the price of 1 for that day, and then 4 would get printed. Except in one bizarre derby there were two ties, so 5 were printed.

Ironically, the thing you're wanting (a second chance for shirts not in the top 3) is exactly what this particular derby is. Woot chose the best of the non-printed shirts from the last couple dozen derbies or so, and made them available in this derby. So this is the rare instance where the shirts were not new this week.

The two shirts you mentioned don't look like they'll make the cut, and thus will go away and never be printed (unless the artist takes them to another site). It sounds like you would have loved Derby 26 (I think that's the right number) Text As Art, which is where those two originally wer submitted. But alas, it looks like you're going to be out of luck on those two.

I know you can buy previous shirts for like 5$ extra. How do you find out which of the winners for that derby got printed? I cannot find a link to a buy page on any of the top 4

You can only buy them until they're reckoned. The current list is here: http://shirt.woot.com/Blog/ViewEntry.aspx?Id=5406 (but 21 through 28 were gone as of Monday night). There's no official list with links to all that have ever been for sale because the reckoning thread is always for that particular week. However, I know that there are user posts which have all the shirts in them. I think AdderXYU just created a good one recently. but I can't find it now.
