Are you sure on that? As far as I can tell, the frame rate is a separate spec. Besides, cinema frame rate is 24fps. In PAL countries, it's shown as 25fps. In NTSC countries, 3:2 pulldown is used to convert it to 30fps. 720p is an HDTV spec yet can be at 24, 25, 30, 50, or 60 fps.
15fps is certainly low, but I don't believe as of yet the frame rate is specifically a requirement of HDTV specs. Either that or almost none of us are really watching true HDTV.
