The breakdown of the vote looks more like a "Woot demographic survey" than any indication of the best TV decade.

My theory is that it's the TV we were watching when we were aged 5-15. So for me, born in the late '60s, the '70s are where it's at. The large number of votes for the '90s is likely an artifact of Woot's appeal to 20-somethings, born in the late '80s.

In any case, "Welcome Back Kotter" should probably be enough to seal the '70s as the best of them all. Up your nose with a rubber hose, Seinfeld!
