I can see Pulaski not being up there 'cause she wasn't a regular but a stand-in. Granted it was for most of the 2nd season. Either way, she was a Starfleet doctor.

Crusher was the Doctor on ST/NG - Everything on ST/NG was better than anything on any other ST variant. ERGO, Crusher was better than any other ST doctor.

And Doctor Who is better than all of them.

I prefer TNG over the original, but McCoy is definitely the better doctor, followed by The Doctor on Voyager. The only thing that saved the irritating Beverly Crusher from being last place was the even more awful Pulaski.

She brought Wesley Crusher into the world? That'd probably be enough for most people, but she was the star of two of my least favorite TNG episodes: the poorly written "Suspicions", where for some reason she's an engineering whiz and star expert for an episode, and "Sub Rosa", a Star Trek Harlequin romance.

Everyone votes for TOS in these polls because they feel like it's their duty or something as Star Trek fans to always pay homage to the original. In fact, the other series almost always have better characters when you compare them without nostalgia goggles strapped on your face.

The odd love-hate relationship between McCoy and Spock, combined with Kirk's frustration at having his two best friends unable to stand being in the same room together was the most humanizing factor of the original series. Without this relationship, they would have been just a bunch of bland people calmly doing their jobs while the Captain struts around barking orders.

In other words, just like TNG.

McCoy was the (unknowingly) funny sidekick. The Gabby Hayes to Kirk's over earnest Roy Rogers.

"Please state the nature of your medical emergency." EMH was my second choice. I always suspected that he was fully sentient, an extension of the biological systems of Voyager. But duh, Bones. Nobody could disparage the best 20th century medical techniques quite like ol' Bones. Sure, Bashir could sound sanctimonious when reflecting upon the retrograde techniques of what is to us modern medicine, but Leonard McCoy could make your family physician sound like Dr. Mengele running the Spanish Inquisition.

Seriously, why does somebody in that bad a mood even get up in the morning?

The poll isn't about acting ability, it's about the character. The writers effectively gave McCoy a split personality. Some episodes he's the thoughtful friend and voice of reason, others he's the raving bigot. Crusher never really offered much to the show, and she had seven seasons' worth of opportunity. My ranking is:

4. Bones

I know "Enterprise" wasn't all that popular, but how does Phlox not even get a token spot on the ballet?

I voted for Bashir. I was very tempted to vote for The Doctor, but the episodes in the last 2 seasons where they dealt with holographic/human rights were pretty bad. I can understand the McCoy votes, though. He was certainly very quotable.
