This is not actually true. "speed of pulse" in a digital system is more correctly referred to as the pulse repetition frequency, these pulses are themselves carrier on/ off, also called duty cycle. In this case the carrier or tone frequency is 60hz, and the duty cycle is adjusted by the buttons you mention.
