This is correct and is mandated by law. All the rest is how the maker gets the heat out to the room, aesthetics and noise.
[BTW, those infra-red boxes appear to be a fad and way overpriced for light bulbs in a box.]
I've used oil-filled heaters and there is no fan and that means that dust and fur doesn't get blown around.
Like Lake Wobegon, but without the lake.
