I know in my heart that I would be much more productive at work if I didn't goof around on the Internet for a few hours a day. But I just can't help myself. No report is going to suddenly make that wasted time worth anything to my employer.

I think that that limited web browsing can have a "salubrious impact on employees' productivity." I'm sure they meant something less than:

In addition to a restorative function, I think it helps reduce the sense of isolation from being trapped in an office or cubicle all day.
